Psykers can convince an individual of something untrue.

JUDGE DREDD
A Hover'porter crash narrowly avoids him and he stops a woman from climbing into the burning wreckage to rescue a baby she doesn't have. Assuming Squeers' involvement Dredd gets a warrant for a brain search

REX SQUEERS
He lives at Ray Milland Block. Psi Division are struggling to get through his scramble shields, so they put him through a brain search and he lasts the full twelve hours without cracking. He returns home and uses his Psi powers to influence two Third Eye 'salesmen' to kill Dredd, they fail and end up in the Black Atlantic. He later turns up dead in the same waters.

Individuals with Psi powers, or Psykers, have been used by criminal gangs to ensure loyalty among members, to predict potential failure and to broadcast directly into the minds of individuals to convince them to pay protection money. A Psyker can confuse the senses of its target. The Justice Department's Psi Division can detect psionic interference in a corpse.

Third Eye Insurance is an insurance company that employs Psykers to force individuals to take out policies.

JUDGE DREDD
He is called to scene of Aldo Pollo's death. Under Section 59(d) of the criminal code he undertakes crime blitz search of Rex Squeers' home. Dredd later has him followed by spy-in-the sky cameras and strip-searched when he arrives at work.

OTHER CHARACTERS
ALDO POLLO
Wealthy restaurateur without insurance. He owns Aldo's Sintheria on the 698th floor of a high rise building. He hallucinates a synthetti monster and steps on an equally illusory hover taxi and falls to his death. He was subject to psionic interference that burnt out half his pineal cells.

Member of a criminal gang that was loyal to Low-Side Larry instead.

LOW-SIDE LOUIS
Fingers really works for him.

REVIEW
Sadly, Barry Mitchell's Synthetti monsters in the strip fail to live up to Brian Bolland's amazing cover and that is the general tone of this strip. It doesn't quite live up to the other 'Mega Rackets' that we've seen so far. The script gives us an interesting character in Aldo Pollo, but he doesn't survive past the second page. Rex Squeers, however, seems fairly unremarkable despite his abilities and isn't shown in close-up until the final frame at which point his desire to exact revenge on Dredd falls pretty flat.

In Mega-City One, Grover Cleveland Block is poor quality housing, Mark Clark Block is thought to be worse and Sir Kenneth Clarke Block is part of a new upcity development and considered much better accommodation. Mega-City One has a housing committee responsible for moving people out of slum housing. It's rare to see a human delivering things door-to-door in Mega-City One, it's work usually performed by robots.

Contract murder is also known as blitz, wipe-out, hit, big whack, among others. Organised contract killers are known as a blitz agency or 'blitzers'. All 'blitzers' are equipped with emotion-sensitive self-destruct devices or 'suicide boxes'. Conspiracy in a blitz agency murder carries a sentence of fifteen years in an iso-cube.

Munce can be fried.

Kneepads come in different grades.

JUDGE DREDD
He is called to the Lumly's home following the assassination of Teddington Lumly. He is present when an attempt is made on the life of Reeta Lumly. He intervenes and shoots a Blitzer dead. He arrests Reeta for her own safety.

OTHER CHARACTERS
REETA AND TEDDINGTON LUMLY
A jobless couple that rent poor quality housing in Grover Cleveland Block who upon being informed that they are expected to move into Mark Clark Block decide to commit suicide. They can't go through with it and they elect instead to spend their life savings taking a contract out on their own lives. They then discover that they are due to be moved to Sir Kenneth Clarke Block instead and that Teddington has successfully found employment as a kneepad grader, but at that moment the blitz agency strikes and he is killed. Reeta calls in the Judges. Dredd finds Reeta Lumly guilty of conspiracy in a blitz agency murder which carries a sentence of fifteen years in an iso-cube. He commutes that sentence in exchange for assistance in finding her husband's killer. When she discovers that the contract is still open and her life is still under threat, she insists upon serving it.

In Mega-City One, there is an Eezi-Walk over a speedway near to Muhammad Ali Alley. The Nose And Lip Shop stocks Kosmik Kiss lipstick. Mega-Prison West. All Pan-Can road traffic enters Mega-City One through the North Gate, everything is checked for signs of radioactivity.

In 1999, scientists declared sugar to be a major cause of heart disease, obesity and tooth decay. It was banned and only artificial sweeteners were permitted. In Mega-City One, the illegal importation of sugar is still a crime as are withholding information from a Judge and defacing a Judge's uniform are crimes. Named Judges: Judge Gale, Judge Medway, Judge Ridley. Judge Watson

Pan-Can exports clean soil from Mega-City One. The Canada Plantations also grow sugar.

Hover-Juggers are used for transportation of goods via road.

JUDGE DREDD
Whilst on patrol he sees Max Normal who gives him information about an illegal shipment of goods coming into Mega-City One tonight. They are shot at by a sniper. Normal is wounded. Dredd pursues the shooter, who takes a hostage. Dredd uses a ricochet shot to take him out and he falls onto the Mega-Way. Dredd investigates

Whilst informing Dredd of an illegal shipment of goods coming into Mega-City One tonight, he is shot by a sniper and hospitalised. He recovers and the Justice Department authorises a payment of 40,000 creds.

She lives at Flat 17A, Ricardo Montalban Block, she is the girlfriend of Dave 'Boy' Tork and customer of The Nose And Lip Shop were she purchased Kosmik Kiss lipstick. Dredd arrests her for withholding information and defacing his uniform when she kisses his helmet.

DAVID SIDNEY TORK
Known mobster, nicknamed 'Boy'. Boyfriend of Roxanne Gleeg. He was released last week from Mega-Prison West. Dredd stops his Hover-Juggers at the North Gate and after a protracted chase and firefight. Dredd arrests him for the illegal importation of sugar.

JUDGE WATSON
He assists Dredd's blockade of the North Gate. He gets shot.

ARRESTS
Two. Dredd arrests Roxanne Gleeg for withholding information from a Judge and defacing a Judge's uniform. He later arrests Tork for the illegal importation of sugar and sentences him to twenty years.

DEATHS
Four. Dredd shoots the assassin who falls into traffic below and is "spread over 500 metres of mega-way". Tork's driver is shot dead by Judges and the driver and passenger of Hover-Jugger 1 die in a explosion.

The action sequences are impressive and it's great to see Max Normal back again. The script is at great pains to avoid spoiling the reveal of the sugar, with its references to white powder, but the title has already given that away. Colin Wilson's art is magnificent and the layout of the panels really gives it a boost.

REVIEW
This is a slight ending which deals with the threads left dangling by the first part in quite a perfunctory way. Dredd has no evidence about Cheyney's complicity, but rather than investigating he knocks him unconscious and hopes the evidence will be forthcoming. Ron Smith's characters designs for the Jongs are dispensed with and it's not clear who is meant to be who. The ending, however, is great and shows that although Dredd may win the battle, the war is another matter altogether.

He arrests Candy Man Fitchit for Umpty Bagging and investigates his supplier.

CANDY MAN FITCHIT
Umpty bagger working for Oggie Jong. Dredd arrests him and discovers he is addicted to Umpty. He uses this to get information out of him.

JUDGE CHEYNEY
Head of the Umpty Squad. Dredd is not impressed with his results.

OGGIE JONG
Member of the Jong crime family. They are tipped off that Uncle Ump is, contrary to popular belief, alive in space. The find him and acquire his Umpty recipe and kill him. Their Umpty factory is situated on the top floor of Malcolm Allison Block, but he is warned to get any evidence out by his informer.

UNCLE UMP
He is discovered two light years from Earth by the Jong brothers. Uncle Ump's recipe is so precise that it requires twelve drops of mellowmel and to be whisked clockwise for exactly thirty-seven beats. The torture him to reveal his Umpty recipe and when he does they throw him out of an airlock.

ARRESTS
Four. Dredd arrests Candy Man Fitchit for Umpty Bagging and three juves for taking it.

One. The Jong brothers leave Uncle Ump suffocating in space.

'Chumping Up' is the luring to Earth members of alien races with promises of prosperity and luxury, while 'Chump Dumping' is to throw those individuals out of an airlock en route.

Members of alien species cannot enter Mega-City One without entry permits.

JUDGE DREDD
He escapes his shackles, breaking a bone in his hand in the process. Dredd warns the alien 'chumps' and they panic. In the resulting chaos he jettisons the ship's oxygen tanks and the perp runners elect to allow the Justice Department to catch them rather than suffocate. Upon his return to Mega-City One, Dredd has his face returned to normal and confronts Kolorado.

OTHER CHARACTERS
KOLORADO
Justice Department still have no evidence linking him to the perp running, but the last batch of perps are on their way back to Earth with scores to settle.

HULGO
Member of an alien hoping enslave humans in Mega-City One. He is disappointed.

ARRESTS
The perp runners are arrested and presumably so are the perps trafficked to Driadus K.

DEATHS
At least sixteen. At least fourteen members of a dolphin-like alien race are chump dumped and suffocate in the vacuum of space, two human perp runners later go the same way.

JUDGE DREDD
He catches Slick Ike Kolorado littering and lets him off with a caution. Dredd has his face changed to assume the identity of John Julius Brown and claims to have escaped from Mega-Pen 54. He approaches Brown's known associate, Lanny, who puts him in touch with Kolorado's perp runners who smuggle him, alongside a group of perps, out of Mega-City One is a Raw Munce Tanker and aboard a spaceship waiting in the Cursed Earth. Dredd uses the ship communications to contact the Judges, but the perp runners' ship is much faster and the perps are trafficked to Driadus K, where they have been sold to alien slavers.

A Perp Runner. He is travels in a chauffeur-driven Flash '99 Selfcon Roadster. Judge Dredd catches him littering, but lets him off with a caution. He sells the perps he runs to alien slavers on Driadus K.

It's good to see Dredd taking Kolorado to task over his littering, but the ensuing undercover-as-escaped-prisoner story comes a little out of nowhere. Kolorado was as guilty before the littering as after, but Dredd only takes an interest after it.

JUDGE DREDD
He is called to the scene of a robbery at Hardy Kruger Block. His appearance is enough to stop the residents beating Citizen Heinz. He allows Heinz to be kidnapped and tracks the body sharks to their bodybank.

OTHER CHARACTERS
CITIZEN HEINZ
He has lost all his money and cannot keep up the payments on Hilda. He attempts a robbery at Hardy Kruger Block, but is caught, beaten and handed over to Dredd. On Wednesday, he is kidnapped by the body sharks and Dredd tracks them to their hideout. He is briefly reunited with Hilda and then arrested and sentenced to twelve months.

HILDA HEINZ
She is awoken by Judge Dredd following his capture of the body sharks. She and all the other individuals in suspended animation are arrested for complicity in a body shark deal.

INFORMATION
Mega-City One's Pellmell Street has a Ratner body outlet. There is a Xyklobs factory in the Mega-City. Sedgewick, Hedgewick, Fuster & Frome is a Mega-City One law firm.

Homes for the semi-dead place the dying in suspended animation so their last few hours can become years. The patient is injected with cryogenic drugs and quick frozen with liquid nitrogen. Cut-price homes for the semi-dead, such a Ratner's Rest Home, offer this service on a budget and often have a sideline in body sharking.

Body sharking is the illegal dealing in the bodies of living humans. In 2103, it has the highest growth rate among Mega-City One's organised crime rackets. Statistically one in four of Mega-City One's citizens will have dealings with a body shark during their lifetime. Body sharks will lend money take a living person as security and charge astronomical interest rates.

Shampaine is a beverage often drunk in celebration. A flying forklift is a heavy lifting apparatus that flies.

JUDGE DREDD
He catches the Mungo brothers attempting to rob a bullion van.

OTHER CHARACTERS
MR HEINZ
He wants a job at the Xyklobs Factory and is willing to have his wife frozen in exchange for 5000 credits to bribe the foreman into giving him the job. He is later mugged by another unsuccessful job applicant.

REMINGTON RATNER
He controls most of Mega-City One's body outlets. He lends the Mungo brothers 100,000 credits to finance a heist, but wants them to pay back double by the end of the week. He is represented by Sedgewick, Hedgewick, Fuster & Frome.

THE MUNGO BROTHERS
Three brothers. They borrow 100,000 credits from Ratner offering their elderly widow mother as security. They buy a case of Shampaine to celebrate and hire a flying forklift to do the job. The bullion van they intend to steal is heavier than expected and the forks gets jammed. They are unable to escape and are caught by Judge Dredd. He kills one, Vince, and arrests the other two.

ARRESTS
Two. The two surviving Mungo brothers are arrested by Dredd and sentenced to twenty years.

DEATHS
Two. Dredd shoots Vince Mungo dead during the heist. Ma Mumgo's body is later found on the Mega-Way.

Mega-City One designates certain citiblocks as Problem Blocks and moves in problem families, ex-criminals, rent dodgers and known troublemakers.

Sonny Bono Block and Patsy Ann Noble Block are neighbours. Mega-Vit Synthi Foods have a store nearby.

Two weeks after it was designated a problem block, Sonny Bono Block was vandalised and covered in wallscrawl. Two months after it was designated a problem block, Sonny Bono Block was designated a slum. Three months after it was designated a problem block, Sonny Bono Block declares independence from Mega-City One. It transpire that the Citi-Def from neighbouring Patsy Ann Noble Block turned a sonic wave gun on Sonny Bono Block in the hope it would crumble and be condemned. The sonic frequencies at work are blamed for affecting the behaviour of the residents of Sonny Bono Block.

Synthi-Pie is synthetic pie.

A scanalysis is a combined scan and analysis.

JUDGE DREDD
He attempts to rescue Mayor Grubb from Sonny Bono and put down the rebellion. He discovers that they didn't have the Mayor hostage. He oversees the arrests of the entire block and their release when it transpires that the neighbouring Patsy Ann Noble Block's Citi-Def are responsible. Dredd sees that the relevant housing officer is fired.

OTHER CHARACTERS
MAYOR GRUBB
Sonny Bono Block claims to have him hostage, but instead he was at his club having a Skwidge bath and they were holding a pizza deliverer.

PRESIDENT DOG-EAR FITCH
Leader of Sonny Bono Block's campaign for independence. He is arrested by Dredd and later released.

ARRESTS
One entire block and another's Citi-Def. Sonny Bono Block are arrested for their attempt coup and kidnapping, the charges are later dropped.

He scrawls his tag on the White Cliffs of Dover and the underside of a Judges' hover wagon. Chopper accepts the Phantom's challenge to scrawl the Statue of Judgement. They meet on the side of the statue and are caught together. He sprayed the Statue of Judgement's badge with heat-sensitive paint that reveals a smiley face as the sun warms it the next day.

'THE PHANTOM'
A city painting droid who challenges Chopper to scrawling the Statue of Judgement. They meet on the side of the statue and the Judges' searchlights reflect off its metallic casing and they are both caught. It commits suicide leaping off the statue rather than be reprogrammed.

One. Chopper is arrested.

One. The Phantom commits suicide when caught.

REVIEW
Even if Part 2 were awful, Part 1 would still be an absolute classic. Thankfully, the second part builds beautifully on the first. The White Cliffs of Dover make for a brilliantly barmy blank canvas, the revelation that the Phantom is a robot is very nicely handled and the parallel that Chopper sees with his own life are great, but the heat-sensitive paint gives us a fantastic image that means Unamerican Graffiti can have its cake and eat it. One thing is for certain, the reader is invited to root for Chopper and the strip would never be the same again.

This is masterpiece which invites us to despise a member of the Mega-City One public who doesn't help a victim of crime for fear that he will be next, on the first page. Then following Dredd's efforts to arrest the tap gang, the same anonymous member of the public attempt to avoid catching the Judge's attention, equally fearful of our hero.

Native of the planet Uq are dwarfs with feathered pelts. A Ququroo is an animal that bucks. On Uq, it is illegal to expose your feet in a public place, victims are punished to encourage them never to be victims again and dangerous criminals are executed on the spot. Uq has relations with Mega-City One and there is a Uqqan ambassador. They are currently negotiating a trade deal with Mega-City One.

Mega-City One's roads have at least 1204 intersections. Easy Street and Fourth are roads in Mega-City One that intersect.

In Mega-City One, Wounding With Intent To Kill carries a sentence of five years. The Justice Department has an alien pound used for incarcerating aliens.

The Red Light Gang rob people at traffic signals.

JUDGE DREDD
He is paired with Qu, who rides along with him while Dredd investigates the Red Light Gang.

Pug Ugly And The Bugglys are Pug Ugly, Pretty Boy, Retch and Ringo. Their latest sound slug is 'Hey Pig'. Following the death of their lead voker, they launch a competition to find a replacement who will have Pug Ugly's vocal chords transplanted into their body. They release 'Tribute To Pug'. When the replacement Pug Ugly begins singing about the death of his predecessor, the Buggleys kill him on stage.

A transplant clinic can preserve vocal chords after death. Cellulo-psychic regenesis (or C.P.R.) is a very rare side-effect of transplant surgery. It allows the transplanted organ or tissue to retain the intelligence of the donor after death.

JUDGE DREDD
He investigates the death of Pug Ugly and looks into the background of his killed, Vito O'Reilly.

Lead Voker of Pug Ugly And The Bugglys. He is killed by Vito O'Reilly during a gig at the Vibe Hall. It's in his contract that his vocal chords belong to the band.

VITO O'REILLY
His mother is Sophie O'Reilly. He was paid by the Bugglys to kill Pug Ugly. He took out a hundred or so of life insurance policies and then shot Pug Ugly dead. He was killed himself by a Judge and none of the insurance policies will pay out.

OTTO SUMP
Now known in some circles as Otto Le Sump. He treats the winner of the Search For A Pug competition to look just like the original.

ARRESTS
Three. The Bugglys are presumably arrested for their parts in two murders.

DEATHS
Three. Pug Ugly is shot dead by Vito O'Reilly who is then killed by a Judge. The new Pug Ugly is killed by his fellow band members, bludgeoned to death with their instruments.

The vocal chords recall The Hands of Orlac the 1920 novel by the French writer Maurice Renard (1875-1939), which concerns a pianist who receives a pair of murderous hands in a transplant.

When Lawmaster LK114/7 is out of control, he attends the scene. Dredd follows the rogue Lawmaster onto the Trans-Meg Monorail and destroys a train and track, and causes the loss of dozens of lives in order the stop the Lawmaster.

Any Confessions? is a vid-prog game show presented by Corn O'Connor. Contestants competitively confess to crimes to win prizes up to 200,000 credits. Sections include What's My Crime? and Mime That Crime. It reaches number 2 in Mega-City One's TV ratings. Surveillance reveals that the crime rate among future contestants is six times higher than the Mega-City average, however spontaneous confessions are up 4000 per cent and prison admittances have doubled since the show went on air. Following the assassination of Deputy Chief Judge Pepper by a pair of future contestants, the show is cancelled by order of the Supreme Council.

Kneecap testers test kneecaps. A Tando-Chop is a helicopter-style flying vehicle that carries two people.

The Justice Department's spy-in-the-sky surveillance system has at least 774 cameras. Spont is a nickname given to spontaneous confessors. Named Judges: Judge Klugman.

JUDGE DREDD
He dislikes the motive of Any Confessions?, believing it to encourage crime. Dredd arranges for round-the-clock spy-in-the-sky surveillance of all future contestants. It pays off and he interrupts Bern and Mikki Walter in an attempted robbery. He defends the Chief Judge from an assassination attempt by future Any Confessions? contestants. When the Supreme Council bans Any Confessions?, Dredd delivers the relevant documentation personally.

ROCKY KNUCKLE
Lives in Mega-City One's District 31. He calls in to Ant Confessions? to feature on the What's My Crime? section of the show. He confesses to, among other things, not paying for his vid calls. He wins 500 creds and is due to be arrested at home and serve between five and ten years in an isolation cube.

BERN & MIKKI WALTER
They have been booked as contestants on Any Confessions? Dredd orders 24 hour surveillance of them and they are apprehended attempting a robbery in the Frankie Joe Haydn Block Plaza. Dredd shoots Bern in the leg and arrests them both.

JEAN & GINO ESCALINO
They have been booked as contestants on Any Confessions? Dredd orders 24 hour surveillance of them and they are apprehended vandalising vehicles in the Gus Holst Block Lower Parking Bays. They are trapped by the attempt at arson. Dredd arrests them both.

Frankie Joe Haydn refers to the Austrian composer, Franz Joseph Haydn (1732-1809), while Gus Holst is obviously Gustav Holst (1874–1934) was an English composer who was best known for his orchestral suite The Planets, written between 1914 and 1916. REVIEW
Judge Dredd takes another swipe at exploitative reality TV before such a thing really existed and the result is fantastic. The most surprising thing about this strip is that following a potentially tense atomic thriller is that what seems like a jaunty comic one-off then in a marvellous turnabout kills off Deputy Chief Judge Pepper brilliantly in a manner that serves the story, the comedy and remains shocking.
